lol, I can get all seven chaos emeralds still in Emerald Hill as Knuckles. As Sonic or Tails I can only get 6. There's a pole on the top of a flying hill which I can't seem to reach no matter how hard I try. But I'm sure there's a way. :/ So as Sonic, I get the seventh emerald in Chemical Zone.

Did you watch my previous videos of me getting the 7 Chaos Emeralds in Emerald Hill, Chemical Plant and Aquatic Ruin? If you didn't, you should because it can basically explain why.
