I should have known that the media was once again deceiving the public. They go from and image of homes underwater to a puddle on the other side of town as if it all were one place. Never believe a word you hear and most of what you see. Thanks for getting me back on track.

You couldn't be any more wrong. The footage of the homes being flooded is nowhere near where she got sucked in by the whirlpool. Chester-le-Street is too high up for any flooding, the only place that floods is the bottom of the front street, which is on the totally opposite side of town.
So the chances are, she was playing. A lot of kids do play in those "puddles". I don't know why like because they're all full of shit and litter.

I know this is a good thing to do, but I live in Chester-le-Street, and it was pretty stupid letting her go in Chester park to begin with in that weather. It was seriously bad

Nowhere does this video indicate that she was playing. If you look at the footage it's not a flooded pond the entire area is flooded including the homes.
If your going to assume anything it would be safer to assume the family was attempting to relocate to higher ground when this unfortunate incident happened.
