Its very hard to imagine that Cheney isnt the one running the whitehouse now(or during the Ford administration), the same way its hard to imagine Reagan knew about even half the stuff that was going on during his own administration. (just an impression)

There are so many more critical/unknown bits of info that are driving the bigger picture. We are simple not privy to the real intel. Perhaps if we were, we would turn chaotic - We don't give our leaders enough credit for making decisions they make - Often they sacrifice their own images for the bigger good.
