Sorry I'm late to the party. I recall the liner notes saying something about an underworld god that kept these mythical reptiles as his pets/servants among the ancient people keeping things in check. Chaining them up was the only way to control them. The sounds are actually mp3s of crocodiles and monitor lizards at run different speeds.
