ashford international is closer to waterloo though, and if they leave from st pancras they have to make a U turn

Put simply, SPEED... Journeys from St Pancras are a lot quicker than journeys from Waterloo.
Also the former International Station will eventually be used by domestic services, as the platforms are desperately needed by SWT.
