I like the key switch better, since it can be put next to the desired floor (2R).

On ther other hand, maybe put a car call lockout key-switch on 2R, so that way it can be for worker use only, while 1 & 2F will be for public use.

Or, take the rear door off this elevator and install a separate employee elevator, and keep this elevator open, while having the employee elevator locked.
