There are mods that add quests, mods that add abilities and then mods that update models and fx. Scripting wise, VTMB is one of the easier games to mod, so if you want to add quests and dont care about audio, you can crank something out pretty quick (Probably within 2 weeks). Voice and graphics are a different story and can add months to your project. Google VTMB Mod Dev Guide for more info.
