Insanity is not controllable. If it was, no insane person would choose to be that way, as insanity's roots are universally uncomfortable. Orwell is using the scare tactic that people use on ideas objectionable to them.

The resources to run a world like this far exceeds the waste of the capitalist world today. Even censoring all news would by definition take more manpower than all the people employed in the media today. To train people in doublethink, many more people than are involved in education.To engage in continuous warfare, a significant % of the total population. The Ministries of Truth, Love, Plenty, and Peace would all require as much or more resources than any counterparts one might imagine

It is when Orwell speaks of "cynicism with fanaticism" that one can again see the impossibility of this world he imagined..
You can see it in the eyes of soccer moms, the fervent Ra-ra cheerleading flagwaving spirit, done completely to death by their realization of the true uselessness & paucity of their lives.
Human beings are not capable of holding two opposite thoughts in their heads, let alone in their conscious minds, without one of them affecting the other.
