I think its instinct driven. Before humans domesticated them, dogs had to scratch themselves. Their legs do that when they are scratched because usually it would be their legs doing it. Its muscle memory.

Its possibly an expression of awe and relief if he has an itch there. I googled it and found no scientific responses - there's no force involved.
