It is an experimental film about the history of the "French Revolution" and the export of liberty in the world. The main figures are Liberty (like the Statue of Liberty) and the rebirth of Jean Paul Marat as a black man. You can follow the both figures on their way cross the time and countries: Paris, New York, Moscow.
The film is a funny but also a cynicism view of history and the human way of freedom, power and powerless. It is a mixture of documentary and fiction film.
