On 7/19/2012 at a San Francisco Board of Supervisors meeting UESF Political Director Ken Tray spoke out against changing the structure of the Health Service System which would allow management to increase healthcare charges by reducing labor representation and power on the Health Service Board. Following this meeting the Board voted unanimously to support the changes pushed by anti-labor supervisor Sean Elsbernd. The UESF leadership then voted to endorse the anti-labor proposition C despite the attack on the active and retirees health system structure and representation.

The first, sponsored by Mayor Ed Lee and the San Francisco Labor Council, is a compromise measure that would save the city up to $1.3 billion over the next ten years. The measure represents a consensus amongst city stakeholders that provides significant savings to the city, while not endangering the retirement of San Francisco's hard-working civil servants."

Campaign Plan and Budget Fall 2011
Overview: UESF COPE is supporting three local initiative campaigns and is
taking the lead on one other campaign: Yes on A ($530,000,000 school bond
needing 55% to win), Yes on C (pro labor pension reform), No on D (Adachi anti-
labor "pension reform") and No on H ("neighborhood schools" measure driven by
local Students First leader and Republican Party.) Of these campaigns, No on H
is led by UESF and is the focus of most of our campaign activity.
Props C and D: UESF will join with the San Francisco Labor Council in the
campaign for pro-labor pension reform. We will also contribute $5,000 to Yes on
C and $5,000 to No on D. Our activities with SFLC are part of our No on H
campaign described below.
5. Most of our budget will go to direct mail. Budget:
Prop A Contribution $25,000
Prop C Contribution $5,000
Prop D Contribution $5,000
