Given the rematches you can have with the leaders in some of the games, it seems to be implied that the leaders choose their Pokemon based on how skilled you are, which would explain why they get harder as you collect badges and why the easiest ones suddenly become as tough as the Elite Four when you fight them again.
Why the non-gym trainers and wild Pokemon suddenly get stronger as you get farther away from home... uh... Game logic?

"Changed it for some reason"? You spent two minutes explaining why Shadow Ball sucked because Ghost was physical and all Ghosts were special-oriented. Shadow Ball becoming Special was the best thing to happen to 90% of Ghost Pokemon.

@GoGojiraGo Don't put words in my mouth. Shadow Ball isn't a great move on most Ghost Pokemon in Gen 2/3, but it is a great move for tons of other Pokemon; those who have the Attack stat to use it well became Psychic/Ghost destroyers. Sure Gengar can use Shadow Ball well now, but so can Alakazam. They didn't need that sort of power; they were good enough already.
