I've heard this pitch on WB Region 2 PAL DVD releases! Film runs at 24fps, whereas PAL video runs at 625lines/50Hz frequency, on NTSC Region 0 DVD releases the frequency is 525lines/60Hz so would sound and run slower, when the film is transferred to PAL masters the higher PAL mains frequency runs faster than 24fps so there is a distinct rise in pitch. Same can happen with NTSC-PAL standards conversion because of the differences in number of lines and mains power frequency of the two standards.
