looks like brake pad dust....rust is a lot harder to remove...

I have this problem with my 1992 DeVille. I can't get the rust off of them for the life of me. I've spent many hours scrubbing and cleaning them with just about every wheel cleaner from walmart lol. My car has 43k miles but the problem with that is that it's been sitting for along time before i purchased it. That stuff is really baked on there good.
Please recommend a acid based all purpose cleaner I could use to help me remove this rust and old grime?

and another thang, dont wipe off rims with a dirty towel, clean them off with a lint free shop paper towel..

That isnt rust. All purpose cleaner does NOT clean rust. For Aluminum wheels like this one use acid to clean them but be careful with that stuff.

Yeah it's more like corrosion and oxidation. The clear was going bad on these rims. I've used acid before but this wasn't bad enough to use acid

if you apply water before doesn't it reduce effectiveness of the cleaner?
