I think that I did not understand the description too, event the video. Do you mean that you can select any object in the vidéo and manipulate them independantly or do you only move the video just by moving one object of the video ? Your video is not clear.
the person in the video knew how it was recorded, so he was dragging it along pre-known paths. If he had tried to drag it side-to-side, the video would not have moved.
That is not the point of the video, the point is that the video can be moved back and forth based on one item in the video.
I have not seen the explanation video, but my guess is that it is not the pointer that drags the cars etc. but opposite. The cars moving in the footage is "dragging" the pointer. So the pointer only follows the original direction of the object, witch creates the illusion that the pointer has an impact on the objects recorded on film.
You cannot create non-existing footage. It' just a fwd/rew realized by dragging objects that move in the clip. If you try to drag a tree for example, nothing will happen. But if you drag a car that passes you will rew/fwd depending on the direction you drag it. It's just some image/video advanced treatment.

Now that I see the example, I can see that this helps you focus on the movement of a particular item in a clip in a way that is hard to do otherwise.
