it's basically the same thing - try placing a few stripes of gaffa on the inside of your hi-hat (a single one, two on the opposite sides or even a square are common). If this won't work, the next step would be to replace the clutch or only the felt rings that should damp the cymbals and hold them in place. maybe they're old and frayed... and if this won't do anything, it might be the cymbals that are bad. a cheap hi-hat often sounds pretty crappy

That's usually some gaffa tape and maybe a tissue underneath - it's being used to reduce the sustain
