In american politics the executive does not sit in parliament (congress). As you are probably aware it is separate from the legislature.
Our executive sits in parliament and is part of the legislature. So our Prime minister (president), Foreign affairs minister (Secretary of state) etc are all held accountable and must debate decisions they have made. As such different techniques are used to try and nerve the speakers.

why are there a bunch of people talking like it's some party? in america, when our politicians go into a room like this....they're quiet. you could hear a pin drop.
