This is fucking bullshit.
You know what makes me laugh? They are police, police are there to stop crime and criminals. Us in the car scene, who like modding our cars, are not criminals! All this, is another way to get revenue and like the guy on the video says, this is a big reason why cops get their heads kicked in.
Some of us like moding our cars, but ARNT fuckin hoons, we just enjoy the scene, and like cruising, without being a hoon.
