Each racer is only concerned with crossing the finish line first--relative to the other two racers. Forming a paceline would not contribute to that goal.
I saw the video and it's very illustrative. They feint each other for a while, even do trackstand [standing almost-still in their race bicycles] that looks like ritual. The ending of the race is even more dramatic.
