There ARE people foreign to the United States that have, or end up having accents pretty damn close to his. Not impossible by any stretch of the imagination, in any case.

Oh, it *was* strong-er at *some* points, but still pretty evident for the entire game. Certainly evident enough to be different to anyone that listens to Resident Evil 3 Carlos and Umbrella Chronicles Carlos.
