I went through all my nb fx list a few times, and I couldn't find an effect like such... like what "video fx" is it categorized under on the new blue site, and what's it called on vegas? I came to ask you bcuz u seem really smart, and I've already done everything else I can

It's listed under "NewBlue FE Film Pro". There's two flicker effects that you can use: one would be the "Dark Flickering" effect, which is the one I used at 0:05. The other is "Nightmare", which is very similar to the "Dark Flickering" effect. I hope that helps. :)
