Actually, I don't see why the stills are so bad. The art's great, as are the voice actors.
IMHO, I think the stills allow you to focus on the story instead of the ooh so purdy effects and stuff.

The studio was given a shoestring budget, so it's not that they're too lazy to animate everything, they just can't.
