Don't level up one sole ability like guns and repair, but both are good starting ones. Try to use your leveling points dynamically as you can, but since this is your first game like this it might make much more sense after you complete the game, heh. Intelligence increases your points and it's good to choose the perk that increases base stats to increase your intelligence.
