technology does not equal evolvement.

Africa has many different reasons for their problems and most of them have to do with outsiders(whites) oppressing them for their land and resources. the other reasons are for isolation. the south American tribes have the same situation. white and Asian advancement develops from mostly the amount of war they enacted in both forcing trade and technology to beat your enemy's. the reasons are purely political- social not genetic.
