Being able to do that takes a lot of courage! Many people cannot get to the podium. I think he did well.

It would be better for him to reschedule a speech so that he could fully prepare to speak for the correct lenght of time. The second speech is about "organization" which is clearly not what he did, but I applaud his effort.

Shouldn't second speaches be 5 to 7 minutes?

Yes...he had college finals this same week & didn't adequately prepare. But he's still my first born baby and I think he's cute! :-D
