so i can buy it over steam and put in mods with no problem?

Yes, mods work with the steam version.
Most mods are mpm files that should be placed inside the Max Payne installation folder. If other steps are required, there should be a manual or a readme file explaining what you have to do.
Then, to launch a mod, you select it from the dropdown "Choose a customized game" from the initial popup configuration window.

Well, I have the retail (box) version, which I patched with the 1.05 official patch. And I run it on Windows XP SP3 with no issues.
The steam version should come already patched with the latest patch, and I know of people who have bought it and had no issues with it.
Both support mods with no problems.
There are however known problems with some Vista configurations, but with a little googling you can find solutions to them.

do you have to get kung fu mod seperate or is it in the link?

It comes with the mod. We integrated MrUniq's Kung Fu 3 Deluxe, which is based on Kenneth Yeung's Kung Fu 3.0 and also made some minor tweaks of owr own.
Ofcourse, you can find both these mods seperately as well.
