Yes, that's exactly the firing technique I'm using for the Mega Buster/Plasma shot (I do use the normal fire shot for most Robot Master weapons, though). The rapid fire feature is indeed available for all three versions of the game.

MMAC has a rapid fire button (on the GC, XBox, and PS2, I believe), so it's more likely he's holding down the rapid fire button rather than mashing the regular fire button.

On the PlayStation 2 and Xbox versions of the Mega Man Anniversary Collection, it's possible to turn on the remix music (which is heard in the Japan-only Rock Man Complete Works title Rock Man 2: Dr. Wily no Nazo, but it originated from the Heat Man stage of Mega Man 2: The Power Fighters for the arcade) by turning on Navi Mode in the Gameplay Options. This feature is not in the GameCube version, however.
