Montenegro turned it's policy towards independence in 1998. So it took us 8 years of negotiations before we organised a referendum for independence.
WWI and WWII don't really have anything to do with Montenegrin 2006 independence referendum.
Montenegro didn't have anything to do with ethnic cleansing.
