Professor Ellen Hey on 'The Principle of Common but Differentiated Responsibilities and International Environmental Law'. Professor Ellen Hey is Professor of Public International Law at the Erasmus School of Law, Rotterdam, and a member of the Aarhus Compliance Committee.

The principle of common but differentiated responsibilities (CBDR) addresses one of the thorniest issues in international environmental law and international law more generally: the divide between developing and developed states. Based on the principle of CBDR, states agree to pursue a common goal, while taking on different obligations, depending, in particular, on their socio-economic situation. In her lecture Professor Hey will illustrate how the principle of CBDR has changed the discourse of international environmental law and argue that the principle may provide a basis for the introduction of further changes, amongst other things, to develop a viable climate change regime, in which further differentiation between developing states is introduced.
