Try to do it without that movement and you won't be able to hit a fast service. It's the easiest way to create the correct tension so that the energy of the movement can be delivered to the racket. It takes a hell of a lot of practice.

that was the old federer serve.. his serve is differrent now.

"tweaked" - to gradualy change something. for instance, compare his serve from now to this one and u can see over the years a few things have changed to create the serve he has now. his serve now looks alot more relaxed and fluid, while this one while good is stiffer and more tense.
