The cage is an adequate side for a single dwarf hamster like Pip. It is far more appropriate in size and setup than a cage like the Crittertrail that has useless add-ons.
He is "crazy" because he has a genetic condition called "head tilt", which can manifest itself in the hamster either running in tight circles or running around in a repeated pattern. It's caused by a mutation in the inner ear which throws them off balance; in this case, it has also made him blind.
