Anyway, if it's just a street CCTV it's not that bad - if it's CCTV for, say, a warehouse then, yes. Yes it is illegal.

Not likely to see into area 51, and if it firstly did exhist, then the military would be all over that immediately to prevent spread of the delicate information seen through the cameras! And aren't all viewings when looking into cameras just a day old viewings
