    While even Tolkien didn't know what Bombadil was, he clearly knew what he wasn't. The theory of Bombadil being Eru is discarded in his Letters:

    "There is no 'embodiment' of the Creator anywhere in this story or mythology" (181)

    ""The One does not physically inhabit any part of Ea." (211)

    "Ultimately only the victory of the West will allow Bombadil to continue, or even to survive. Nothing would be left for him in the world of Sauron." (144)

    This makes it clear Bombadil was not Iluvatar.

    i've read all Tolkiens books 3 times,and there is no doubt in my mind Bombadil is Ilúvatar himself.
