There are three people to blame. Shawn Michaels, Vince McMahon, and Bret Hart. All three played vital parts in why this happened and all of them are equally responsible. Shawn, for being a dick and saying he wouldn't job to Bret, etc. Vince for offering Bret a deal he couldn't back up and orchestrating the Screwjob. And ultimately Bret Hart because he claimed to be professional who respected the business yet he refused to drop the belt, as is tradition. Doesn't matter where, he was leaving.
