Camarodood......unfortunately the Illlinois law allows bio parents to legally remove their identity before the uncertified OBC is issued. Unlike other states that open OBC records upon request from the adult adopted person Illinois does not yet treat adult adopted citizens as equal.
Also there is no reason for a veto to be allowed. Every citizen has a right to know their heritage.

I don't like this at all- the registry allowed an OBC to be obtained if both parties were in the registry. Frankly a certified copy would be better.

This is great new for Illinois Adoptees!! Good job Illinois for giving ALL your citizens the right to know who they are and were they come from!!
