The video, recorded 10/19/2008 shows Officers John Wynkoop and Scott Wilson using pepper spray and batons on driver Rafael Rodriguez, 30, of College Park, as he repeatedly asks them to give him a traffic ticket and let him go after Wynkoop stopped him for having illegal lights on his 1994 Chevy sedan.

The officers did their job I counted a total of 11 times and he said "can you handle this" to the Officer before they took action they shouldn't be suspended. This is not police brutatlity.

If you understand Spanish he kept repeating "I'm on the ground you can't be hitting me like this" and "Please stop hitting me" How convenient that it was all done off camera. Other methods are available to subdue suspects; especially non-violent one that are detained on traffic matters. You make me sick!
