I can answer the questions.

1. LTTE's plan was not just eelam but to capture whole island.

2. LTTE couldnt use all their weapons because of quick and tactical march of the Army.

3. technical know-how was given by INGOs who go to LTTE controlled areas in the name of humanitarian workers. there is evidence that Norwegian aerospace engineers have been working there giving LTTE flight technology.
