The journalist actually has Stargardt's Disease. A juvenile form of Macular Degeneration. The photoreceptors of the eye die off and leave the person near blind. They cannot adapt to darkness and therefore have little or no night vision ( as well they cannot see in poorly lit areas) and are susceptible to glare. That is why he is wearing those shades inside. The lights are probably a little bright.
Notice the amber color. That tint of sunglasses helps to filter out higher wave length light.
