@AnimalAnimeFan No it doesn't. Just like a person can cut their hair, they don't have nerves in their feathers there. Most pet birds have their flight feathers clipped so they don't fly out of the house, fly into ceiling fans, to where they can't be retrieved or get stuck, etc. But they can flap their wings and fly enough to not get hurt from falling, etc. They also grow back, as in the movie.
