Take a close look at the officer's pistol, he tries to fire, but IT'S WITH THE SAFETY ON!, he quickly sets the safety off and start firing... hehehe

Sure not. Actually I am in favor of shooting and killing every criminal that endangers other peoples lives.
But the thing is; the criminals family will (most probably) bring a charge against the police(man). And if this happens, 'justice' will be on the criminals side. They might say that he didn't shoot or bring up other arguments...
I don't live in Brazil, but I think it's not much different than in Europe.
If you ask me, this policeman is a hero. It's out of the question.

If this happened in the US, then yeah - the policeman wouldn't have a problem.
Shooting and killing criminals is nothing special for the US police.
