@hint0122 Just what I said before and what the name implies. When a political party (or candidate) steals the election by adding or subtracting a small fraction of the vote (you can't steal an election with wide margins) via ballot manipulation. Example include Kennedy, or Bush in Florida 2000 (by subtracting ballots), LBJ's Senate Race, etc...Mexicans, or people registered as Mickey Mouse are not going to steal elections. The new laws will make it harder for minorities to legitimately vote.
