Why of course not! We were sent to Kosovo without any prior knowledge about the country. And we were there, not to withhold the peace, but to concentrate all our efforts on offending and joking about Kosovo Albanians.

Quite a few probably can't.
Personally, I like the idea of doing silly videos. Soldiers are people after all, and bored people will engage in shenanigans (we certainly did when we were down there). Keeping the shenanigans healthy, hilarious and free of bad PR is a Good Thing, and exactly what happened here.
