The blue liquid inside the bird is a certain chemical that expands and contracts rapidly with only a few degrees difference in temperature. At room temperature, the liquid will expand and rise to the top, causing it to tip over. Once it touches the water and cools off, the liquid contracts and goes back to the butt of the bird, causing it to jump back to it's upright position. Room temperature heats it up again, and the process repeats itself.
