The destruction of the First Amendment

The Constitution. The highest law in America.
First Amendment: Freedom of Speech, Press, Religion and Petition:
Congress shall make no law respecting an establishment of religion, or prohibiting the free exercise thereof; or abridging the freedom of speech, or of the press; or the right of the people peaceably to assemble, and to petition the Government for a redress of grievances.

"I declare this to be an unlawful assembly. I order all those assembled to disperse."

Can someone please tell me what law is overriding the Constitution that is not allowing these people to peacefully assemble?

THAT'S SCARY They threw the constitution right out the window by ordering a peaceful assembly to dispers under threat of arrest as though you were commiting some kind of CRIME for exercising your RIGHTS not PRIVELAGES RIGHTS & I think ALL OF US should be filing a lawsuit against the state, county & city in which this transpired & DON"T LET THEM GET AWAY W/SWEEPING THE INCIDENT UNDER THE RUG OR THROWING IT OUT OF COURT!
