Removing a spiral damper - had to lay on the platform to have rotor clearance with the tower.

Is that a ground wire? Couldn`t you just do it from the tower? Of course, this is way cooler! ;-)
I am a transmission lineman in Norway, where barehand work is not yet "legal".. Hope it will be someday so we can do it this way... ;-)

Yes, an overhead ground wire, or 'shield wire' as they are sometimes called - much better to get a lightning strike on the shield wire vs conductors.
Could have done from the tower, after hanging ladders, etc - just more expedient to use the platform.
