you can't say 40% bottleneck it is different per game some games are more cpu intensive while others are more gpu intensive

It means they would be the same in terms of power.
Basically, neither should be a bottleneck to your system.
I just bought a Phenom 955 3.2GHz processor. Now my graphics card is the bottleneck!
