This sort of thing is possible and is happening right now in the film industry and elsewhere. Many indie films, for instance, don't have the budget for expensive cams and use this process to bump up their footage. Search "super-resolution technology" in Google for more.

I own a Blu-Ray Player but I do not want to use it as my DVD player as well, is this Toshiba XDE Player a good UpScaler and is it worth the money.

HD DVD was a good format. Too many people act like home video formats are football teams that they need to either cheer on or talk trash about. Real world example showed HD DVD and BLU-RAY were for the most part equal and hype and blinders were what showed otherwise (for consumers, at least). Since only one would obviously survive (and BD has), people just need to let things go.
