This is insulting, the reason why Napoleon looked short was not because of this height, in fact he was 5ft 6 in, taller than the average French for that time. The reason why he looked short was because he was always surrounded by tall men, especially his Guard, only the tallest men could be part of it.

Ad particularly cruel and thoughtless because Napoleon's height was result of his premature birth with a congenitally malfunctioning heart (organ, nothing wrong with his other one). Napoleon sought medical advice on subject as First Counsel; doctors clueless. No wonder Napoleon preferred a carriage/horse for getting around. As to that, Napoleon could manage horses dismissed as 'uncontrollable' - he had a way of bringing out their best, just as he did with people.
