I would just give notice to the illegal community, "Get photo ID, criminal background check, health check, fingerprints, show proof you have a job, and you can stay for awhile (not forever).I would take it from there.

If they refuse to comply, I would put a bounty on them, say, $100 per head. There are plenty of "Dawgs" out there who would be happy to make $1000 per day, for each 10 they round up.
