That may be the last signal before the train enters a yard. there may be a spur track ahead with an open or unlocked switch, or light power may be going past the signal to couple onto their train. Maybe a train has just passed the signal and dispatch is allowing the next train to follow

Thats a restricting signal, which requires a train to be at restricted speed.
